It has come to my attention that there were several problems with the previous system of jutsu allotment. Characters were allowed too few jutsu, leaving little in the way of flexibility for their fighting style. Thanks to a suggestion from Toboe, this has been reworked, and will now be based on a point system, which will be combined with the current system to allow for more freedom in character creation.
Each rank of jutsu from D through A will have a certain point value, and each rank of character from genin through jounin will have a certain number of points that may be "spent" to fill out their jutsu list. They will have full access to jutsu corresponding to the low end of their rank and below, and limited access to the jutsu on the high end of their rank.
For example, a genin would have 20 points. They may have as many D rank jutsu as they want up to their point range, but no more than three C-rank jutsu. They are not required to have three C-rank jutsu, but if they do, the remainder of their points must be spent on D-rank jutsu or left unused.
The point totals for each rank of jutsu and character are:
Genin: 20
Chuunin: 60
Jounin: 125
D rank jutsu: 2
C rank jutsu: 5
B rank jutsu: 10
A rank jutsu: 15
Genin may have up to three C rank jutsu, Chuunin up to four B rank jutsu, and Jounin up to five A rank jutsu. This leaves plenty of room for customization.
As well, jutsu are now required to be more in depth in character profiles, with type (taijutsu, ninjutsu, etc.) listed, and with descriptions of their effects, canon jutsu included. Original jutsu must be assigned a rank, and that rank must be approved by a staff member.
S rank jutsu are extremely exclusive, and while they have the same point value of A rank jutsu, must be approved before their use is allowed. Bloodline jutsu are exempt from the point system and therefore do not detract from the total amount of points allowed for other jutsu.
