His talent for stealth made him an ideal assassination specialist. To his teammates, he was Youma - Ghost - a lethal shadow. But despite his efficiency, Reisui was unsettled, dissatisfied with the changes that were slowly making their way over his home. The days of the Bloodmist Village were waning. Kirigakure was growing weaker, ever since the prodigy Momochi Zabuza killed his academy class and brought the traditional graduation to an abrupt end. The Mizukage was distant, impossible to confront directly. Change was moving forward, but it wasn't the change they needed. They would only fade unless someone stepped in.
Reisui decided to do just that. He founded the underground organization Hyouzan, taking in those who could find no other place in the village: bloodline jutsu users who were cast out by fear and irrational hate, residents of the outlying villages who found themselves victimized by the Water Country's frequent warfare, shinobi who killed out of pure enjoyment. The Bloodmist Village would be kept alive even if Kirigakure continued to decline; potential candidates were thrown against each other in battles to the death, and the victorious were allowed into their ranks.
Hyouzan was a hidden knife, striking at the vulnerabilities of Kirigakure's enemies, anonymous and silent. To weaken the other villages, they took out powerful shinobi and key figures at Reisui's command, all in absolute secrecy. Even as their number grew, their work never lost its subtlety, continuing without hindrance for years.
And then the Yondaime Mizukage died.
Terumii Mei stepped into the position, and immediately, Reisui recognized the difference - and the danger. This was a woman who intended to completely reverse Kirigakure's bloody reputation, sharp and resourceful. Hyouzan would come to light under her administration, and then they would be hunted, remnants of a stain that needed to be erased.
He didn't intend to give her the chance. Taking the initiative, he left his home village, taking the most loyal of his organization with him. It was necessity more than choice; by leaving on his own, he put himself at an advantage, well on his way before Kiri ever realized what had happened.
With that, Reisui's ties with the village were cut completely, his loyalty faded in the realization that it would never return to what it was. But abandonment meant becoming a missing-nin, a life that afforded few opportunities. He chose to keep up the kind of work he'd carried out in ANBU - Hyouzan became an organization of highly trained mercenaries, taking on any job for the right price. It started growing again, drawing in shinobi from all lands and all manner of backgrounds, and now stands as a powerful force on its own, well known in underground circles for its efficiency and subtlety.
OTHER: Hyouzan has no formal rank structure beyond its leader and second-in-command. Loyalty is among the highest valued traits, and disloyalty is swiftly punished with death. A combination of strength and dedication determines who stands as Reisui's second, a position currently held by Hisakatsu Ika.

Kaze no Yaiba (sword of wind):
A rank, ninjutsu
Cutting blades of wind slice at the target, deadlier than steel because they face no resistance and cannot be blocked. These blades move extremely fast and can easily kill even an armed opponent.
Zanzou (afterimage):
B rank, ninjutsu
A jutsu with highly enhanced effectiveness where water is concentrated, such as during rainfall or in close proximity to large bodies of water, Zanzou allows Reisui to draw moisture from his surroundings and condense it around himself, blending his chakra and, to an extent, his own form with the water. His movements become much more fluid and his speed is greatly enhanced, this being where the jutsu gets its name; he is so fast in this state that his image remains visible even after he has moved, leaving an afterimage of water in his place. May be used in conjunction with Kirigakure no Jutsu.
Mizu Bunshin no Jutsu (water clone technique):

White not quite as powerful as Kage Bunshin, Mizu Bunshin no Jutsu works in a very similar manner, forming clones out of water. These clones may act as commanded, including performing jutsu of their own, but possess little resilience and disperse into water upon being attacked.

Creating an exact clone of his kyouketsu shoge (or any other weaponry he chooses), Reisui uses both the real and the false weapon at the same time, making it impossible for the opponent to tell them apart. Because the second is a kage bunshin, it can cut as well as the real thing, though the jutsu may be ended if the bunshin weapon is blocked with a strike.
